The Penman's Dam is located in the heart of Saint-Hyacinthe and is the first obstacle that migrating juvenile eels find on their way up the Yamaska River. Before launching a repairs projects, the City of Saint-Hyacinthe commissioned MILIEU to design and perform a study on the American Eel.

In the summer of 2013, MILIEU evaluated the presence of migrating juvenile eels at the foot of the dam. Traps were installed on both sides of the structure. A number of technical difficulties were addressed, including the lack of an electrical power source and the risk of a sudden River overflow.
